Team Leader, World Food Programme Evaluation of Strengthening Resilience in South-Central Somalia Programme, Somalia

Proposal Objective:

Social Impact is putting together a proposal to evaluate the a joint Programme implemented by UNICEF and WFP, in collaboration with the Government of Somalia. The programme is being implemented over several phases, implementing a comprehensive support package at household and community levels. Activities include nutrition, health, and WASH interventions to the targeted beneficiaries residing in nine districts in Banadir and six districts in Gedo from 2018. The targeted regions in Banadir and Gedo, had been prioritized as of 2017 due to their high GAM rates, which exceed 15 per cent in both, and their SAM rates, which range from 2.1 to 3% in North Gedo (riverine and pastoral) but is higher, at 4%, among internally displaced persons (IDP) in Banadir. This evaluation will focus on phase II and phase II of this joint resilience programme (2018-2021). The evaluation will cover all activities and processes related to its formulation, implementation, monitoring, and reporting.

Position Description:

SI is seeking an experienced Team Leader (TL) for an evaluation of the WFP’s Strengthing Resilience in South-Central Somalia Programme. The TL will be responsible for the overall design, implementation, and dissemination of the evaluation. The TL will lead development of a rigorous evaluation design using the appropriate combination of quantitative and qualitative methodologies to answer the evaluation questions. The TL will be responsible for managing the evaluation team, serving as the evaluation’s main point of contact to the WFP and ensuring high quality of all project deliverables. This is a short-term assignment expected to start in fall 2022.

Responsibilities:

  • Liaise on a regular basis with WFP, SI HQ and other organizations involved in the evaluation.
  • Design and conduct the evaluation.
  • Supervise and lead the evaluation team.
  • Direct the evaluation design and work plan development and oversee the data collection and data synthesis efforts.
  • Ensure quality control and timely submission of all client deliverables.
  • Draft, finalize and present the interim/final evaluation report to WFP.
  • Provide key technical context on school feeding programs to the evaluation methods team.

Skills and Qualifications

    • Minimum of a master’s degree, or equivalent, in economics, political science, statistics, sociology or a related field.
    • Over 12 years of progressively responsible professional experience in evaluating humanitarian and/or development programs.
    • Understanding and knowledge of resilience issues in East Africa.
    • Experience conducting evaluations with WFP, other UN Agencies, or multilateral organizations.
    • At least 5 previous assignments as Team Leader.
    • Prior experience evaluating social protection programs required.
    • Strong skills in quantitative and qualitative data analysis and collection.
    • Excellent knowledge of Stata or other similar statistical analysis software.
  • Previous evaluation experience in Somalia, Kenya or other similar East African countries strongly desired.
  • Proven strong leadership and team-work skills and ability to deliver results within specified and often changing timeframes.
  • Professional proficiency in written and spoken English required.
