Protection Officer

Background

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Overall Purpose of the role:

The Protection officer will be supervised by the Protection Team Leader. The officer coordinate and implement protection activities in Hargeisa and Wajale. The protection officer will plan, implement, monitor, and document all protection activities with the support of Protection Team leader. He or She will be responsible for day-to-day protection implementation activities in the field including implementing conflict-sensitive and protection analysis, facilitating access to services via information dissemination and referrals, lead awareness and conducting training and capacity building to relevant stakeholders.

The protection officer will also work closely work with, protection monitors to produce monthly, weekly reports/updates and share with protection Team Leader. The PO will throughout his/her work ensure confidentiality and strictly adhere to the Code of Conduct.

Responsibilities:

  • Work closely with the program team and provide them with daily technical support, to ensure safe programming and do no harm in DRC area base approach response.
  • Responsible for planning and direct implementation of protection activities including community training, registrations, monitoring of the activities of protection projects locations.
  • Coordinate protection and capacity building activities within DRC Somaliland in order to guarantee their smooth implementation, including facilitation with the communities, liaise with the traditional leaders in District and coordinate with other partners in the field.
  • Responsible for timely and effective provision of Community Based Protection services within their areas of project operation. This includes protection monitoring, mobile outreach activities, community safe spaces, psychosocial support, awareness raising, community capacity building, identify community needs and their priorities, mobilize communities, develop community action plans and dialogue process
  • Contribute to evidence-based programming through protection monitoring data as well as improved access to Gender Based Violence (GBV) and child protection services to girls, women, boys and men that are at risk of GBV and child right violations both in IDPs and host community.
  • Conducting culturally appropriate trainings on GBV prevention and response for key stakeholders and ensuring direct protection messaging will be provided to targeted community leaders, women, and children through psychosocial support (PSS) activities and awareness raising sessions.
  • Field visit, monitor, report and cooperate with Protection cluster and other partners during the project cycle.
  • Enhancing accountability to existing standards: Embedding minimum safe programming standards in DRC’s humanitarian operating model.
  • Develop plans to address identified protection needs through the delivery of individual protection assistance (IPA) and/or referrals to internal and/or external specialised services.
  • Ensure follow-up of cases by ascertaining beneficiary satisfaction in receiving services.
  • Maintain the database of referrals and IPA up to date and correct.
  • Target beneficiaries according to the mapping of public services and humanitarian actors for access to basic services.
  • – Organise and facilitate focus groups and information sessions and awareness-raising campaigns on protection issues;
  • Monitors protection issues affecting Mix migrants and host population in areas of operation, and conduct Rapid Protection Assessment to ensures the ongoing identification of persons with specific needs (e.g. women and children at risk, survivors or at-risk of gender-based violence, older persons, persons living with disabilities, etc.)
  • Other relevant duties as directed your direct supervisor.

Monitoring and Reporting

  • Ensuring the correct periodic recompilation of means of verification as per DRC guideline.
  • Ensuring that beneficiary data is periodically archived in the relevant matrices, databases and/or physics ensuring compliance with the Data Protection Policy.
  • Ensure activities data are collected and filled into relevant matrices.
  • Support and coordinate with MEAL Officers and assistants for baseline survey, post-distribution and other monitoring activities.
  • Produce regular protection updates and field visit reports
  • Reporting; prepare the monthly reports and participate in writing the first draft of the projects /donor reports, then share it with the line manager and Country Protection Manager.
  • Prepare weekly / monthly individual work plans, with the inputs of your supervisor will serve as guideline for implementation.
  • Continuously monitor implementation of protection activities and report on progress, challenges and recommend solutions.
  • Participate in all relevant meetings, workshops, seminars and training as directed and provide feedback

Skills and Qualifications

Education, experience & technical competencies.

  • University degree in law, Social Science, Anthropology, development studies, gender studies, international development, or other relevant field from a recognized institution.
  • Minimum 3 years work experience in Protection, GBV, child protection with a demonstrated focus on protection program design and implementation.
  • protection in working an international NGO, UN agency or in humanitarian response setting.
  • Experience in working with displaced and/or conflict affected populations, such as refugees or IDP
  • Knowledge of community-based protection approaches, preferably including experience in working with IDP’s, Refugees or returnees.
  • Basic familiarity with MS application packages (Word, Excel and database software) and willingness to develop further.
  • Good cooperation skills, ability to work well independently and in a team;
  • Experience working with International NGO’s, UN agencies and/or local authorities in complex emergencies.
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities.
  • Strong listening and empathy skills, as well as commitment to supporting women and children survivors/ at risk;
  • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding work environment.
  • Proven record of providing trainings and workshops on protection needs and concerns.
  • Excellent knowledge laws, policies at this context.

Conditions

Availability:         November 2022

Duty station:      Hargeisa

Reporting to:      Base Manager

Duration:           8 Months of contract with possibility of extension based on fund and performance.

Contract:           This position is graded as band NM- H2 -S0 for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
