The successful candidate will be the International Medical Corps M&E and HMIS Coordinator for the anticipated Damal Caafimaad project funded by the World Bank via the Ministry of Health in Somalia*.* The Damal Caafimaad project is a 4-year initiative aimed at contributing to Essential Package of Health Services (EPHS 2020) implementation aimed at improving the coverage and quality of essential health and nutrition services in project areas as well as strengthen the stewardship of the Ministries of Health in Somalia. The Damal Caafimaad project will work with the Ministry of Health and Human Service Affairs (MOH) at the federal and state government levels.
International Medical Corps will be responsible for delivering the defined essential health services in Middle Shabelle and Bay regions to contribute to: (i) reducing maternal and newborn mortality; (ii) reducing under 5 mortality and improving child health and nutrition; (iii) reducing excess mortality due to communicable and non-communicable diseases (iv) strengthening the health system and (v) increasing the coverage of the package of health services.

MEAL and HMIS Coordinator for the Damaal Caafimad Project will be responsible for supporting better performance and greater accountability and learning by implementing evidence-based project monitoring and evaluation at the field level, to guide and improve performance. S/he will work closely with Somalia’s government authorities such as the RHO and all consortium partners to build their capacity and strengthen the quality of mobile data collection, management and analysis. S/he will manage, monitor, and support the project’s performance and conduct regular data analysis for decision making. M&E and HMIS Coordinator will play role in promoting of key learnings for the improvement of the project and HMIS data quality improvement procedures. M&E and HMIS Coordinator will be based in Jowhar or Baidoa, Somalia in line with the implementation of contracts in Middle Shebelle and Bay regions.

MAIN TASKS AND RESPONSIBILITIES
Coordination and Project Management:
- Ensure the implementation of IMC internal Global MEAL Guidelines and other relevant project policies and standards related to MEAL.
- Support the implementation of the MEAL plan, including the tracking of indicators.
- Coordinate with the Senior Project Coordinator and other technical leads for data collection/MEAL activities.
- Provide technical oversight and support for local sub-contractors with regards to M&E and MEAL functions.
Data Collection and Management
- Lead the project’s data collection process including by developing the necessary processes and integrating the use of mobile data collection techniques.
- Develop and use key qualitative and quantitate methods of data collection including structured/ semi structured interviews, key informant interviews, in-depth interviews, group discussions, focus group discussions and direct observations as M&E tools.
- Engage with communities on accountability and conduct community consultations with understanding of social dynamics to ensure that the data collected is representative of populations.
- Provide supervision on data quality received from field offices and at the health facility and community-levels to ensure correct usage and quality of data management tools systems.
- Conduct periodic data quality audits as well as random verifications and validations to assess the quality of data collected.
- Record, manage and preserve monitoring and evaluation data in a safe and accessible way.
Data Analysis, including use of statistical software
- Lead the project’s statistical analysis including descriptive (univariate and bivariate data analysis) and inferential analysis using statistical software.
- Analyze data and develop spatial data models and maps and triangulate findings from several qualitative and quantitative sources.
- Interpret statistical data for use in decision-making and synthesize quantitative and qualitative information for write-up/reports and decision making.
Techniques for presenting information
- Write full narrative reports (needs assessments, internal reviews, progress reports) and executive summaries.
- Present information and ‘tell the story’ of the project to multiple audiences and decision makers based on the findings from the analysis and monitoring.
- Ensure that data analysis and results are shared with key staff and all relevant partners.
- Presents AAP data in simplified yet informative formats, depicting disaggregated community perceptions on quality of interventions and accountability commitments.
Knowledge Management and Learning:
- Support the establishment of basic learning systems and framework that incorporate project studies’ findings, lessons learned, achievements and gaps, and develop all the tools required to support learning practices.
Support project leadership with the review and lessons learned exercises, including data collected through CBFRM and other participative forms of community engagement and feedback collection.
- Ensure the appropriate organization of the project’s documentation on activities, results, and processes as well as secondary data (internal and external sources).
Capacity building and Human Resources management:
- Recruits, inducts, coaches, trains, supervises and mentors direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely constructive performance feedback, and documented performance reviews.
- Build capacity of consortium staff and key government stakeholders (RHO) through training to ensure adoption of data monitoring tools and improving the quality of data collected.
- Provide coaching/mentoring of project, sub-partner, and MOH’s staff and on-the-job training to improve the skills in HMIS processes and MEAL techniques.
- Based on needs assessed, conduct trainings on different MEAL techniques for project and MOH staff, including data analysis and data use for decision making.
Accountability and Community-Based Feedback and Response Mechanism:
- Adhere to key concepts and commitments regarding accountability to affected populations (AAP), including IASC CAAP, CHS, and Sphere Humanitarian Charter.
- Support the set-up of a Community-Based Feedback and Response Mechanism in all project sites to ensure that feedback is collected and appropriately process.
- Provide a compiled report on all data collected via the CBFRM including process, findings, actions and challenges are provided to project management as per agreed schedule for informed review.
- Support the implementation of methodologies to consult communities on their preferences based on the operational context.
- In collaboration with other relevant staffs conduct regular satisfaction assessments of the beneficiaries using innovative methodology such as the Listen Learn Act (LLA) or other forums of qualitative assessment; FGDs or KII and report back to project senior management.

PERSON SPECIFICATION-MINIMUM REQUIREMENTS
- Typically, a 4-year University degree in Statistics/Health Information Systems/Information Technology/ Business Administration. Equivalent combination of relevant education and experience may be substituted as appropriate;
- Typically, 7+ years of relevant and progressive experience in designing, implementing, and overseeing monitoring and evaluation task for large complex projects; preferably with multi-year, high-value health projects.
- Relevant experience in Middle Shebelle and/or Bay regions in Somalia strongly preferred.
- Experience in database design, KoBo or other mobile data collection platforms, and other tools for information management like DHIS2;
- Demonstrated experiences working on HMIS management as well as developing HMIS quality assurance systems, developing and training on data flow diagrams, and training on and conducting routine data quality audits (rDQA).
- Proven team skills and ability to work in a fast-paced and time-sensitive environment
- Experience in a similar position, preferably in a lead agency for project(s) and/or consortium
- Demonstrated experience in managing large teams and building staff capacity within complex programming, with a focus on coaching and mentorship.
- Demonstrated experience in providing trainings on HMIS is required.
Skills and Competencies:
- Proficiency in Microsoft Office applications, including Word, Excel, Outlook, PowerPoint and Teams. Competency in using statistical software EPI-Info, SPSS, and STATA.
- Experience working with mobile data collection platforms (ODK collect, Kobo collect, ONA collect, etc.)
- Excellent skills in quantitative and qualitative sampling methods and data collection, data analysis and visualization for decision making and review.
- Experience and understanding of community-based feedback mechanisms, participatory approaches in MEAL, and experience with community and stakeholder engagement in project MEAL.
- Excellent communication skills, including written and oral writing.
- Strong negotiation, interpersonal and organization skills in a multicultural environment.
- Strong cultural sensitivity, ability to work in insecure environment and cope with stress.
- Strong organizational skills and the capacity to analyse and prioritize.
- Fluency in written and spoken English language is required.
