Daryeel bank is looking for a Chief Technology Officer (CTO), a critical position within the senior management team of the bank. The CTO is responsible for the planning, development, and execution of the Information Technology Strategies for the Daryeel Bank (DB). This is a senior management position within the organization; therefore, the CTO is expected to contribute to the growth of the Bank’s business in the best possible way. The CTO is required to provide sound technical leadership in all aspects of the bank’s business, especially the core banking technology and other systems for the bank’s day-to-day operations.

The Profile of the CTO

The CTO must have solid academic and professional IT background and continuously keep up to date with advancements of the ICT field. S/he must be able to formulate strategies to raise the level of technical competence among the employees of the bank, especially those who are tasked with the ICT and Tech functions. The position requires excellent communication skills, Strategic thinking, strong business acumen, agility and adaptability to new technologies in the banking industry. As a senior officer who is responsible for the crucial ICT/Tech department, the CTO must be an experienced manager who has hands-on experience to draft effective policies, and plans (including budgeting) and the ability to effectively supervise and coach staff. People management and related soft skills are also important requirements for this position.

Terms of Reference

• Lead the IT department efficiently in accordance with the Daryeel Bank principles, internal standards, and relevant policies and procedures
• Be responsible for the planning and policy design for the IT/Technology business unit of Daryeel Bank while overseeing technological infrastructure
• The CTO is to evaluate and deliver a reliable, resilient, scalable, easy-to-use, safe and secure Information technology
• Lead the successful completion of the ongoing IT/Tech projects including the new Core Banking Software
• Prepare business continuity and disaster recovery plans for both the software systems and other relevant components of the IT infrastructure
• Ensure that key technology-related decisions are made in line with the strategic business and growth objectives of Daryeel Bank
• Spearhead efforts to constantly upgrade and improve technology and the digital competitiveness of the Daryeel Bank
• Lead innovation and adoption of technology solutions across the departments of the bank
• Select and implement suitable technology to streamline all internal operations and help optimize their strategic benefits
• Design and customize technological systems and platforms to improve customer experience
• Track, monitor, and review technology market trends to understand and prepare for the bank to stay ahead of the technology space
• Oversee the infrastructure and the architecture of the technology stack required to e Daryeel Bank ensure enhanced efficiency and effectiveness of the ecosystem
• Prepare and submit periodic (e.g. monthly and quarterly) reports on IT operations for internal circulation to the executive management, department heads, and branch managers.
• Ensure the Daryeel Bank senior managers and department heads are regularly fully briefed and advised on key aspects of Core banking Software modules, functions, and capabilities on a regular basis
• Coordinate closely with and manage on behalf of the bank external IT partners such as Core banking software vendor(s) and other IT service providers
• As a member of the Management Team, play a leading role in the long-term sustainable success of the Bank
• The CTO is responsible for the planning activities and the preparation of the budget for the IT department, annual IT procurement, IT policies and procedures,
• In collaboration with the IT team, be responsible of data protection and cyber security as well as the training program for the IT department
• In cooperation with the Executive Team and HR department, be responsible for the recruitment, training, periodic performance assessment, and overall oversight of the IT staff
• In close collaboration with the Executive Management, represent Daryeel Bank externally as required for matters related to IT/technology.
• The CTO is expected to travel regularly for external partners’ meetings and also to support various Daryeel Bank branches
• As both technological advances and Daryeel Bank operations will be changing over time, the present ToR might be revised from time to time.
