Job Description
The Position:
The Programme Specialist oversees project formulation and evaluation, joint programming initiatives and national development frameworks. You will lead the programme team and collaborate with the Country Office’s operations and administrative support staff.
You will report to the Assistant Representative and the technical supervision of the Chief of Health.

Job Purpose:
In a global organisation, where many people are based in challenging environments, you will contribute to the effective management of UNFPA programmes in support of national efforts to strengthen Sexual Reproductive and maternal health. Key areas supported include Emergency Obstetric and Neonatal Care, midwifery, family planning, cervical cancer control and SRH-HIV integration.
Working within a Country Office (CO) environment, you will ensure the effective management of UNFPA activities in the area of reproductive/maternal health. You will oversee project formulation and evaluation, joint programming initiatives and national development frameworks.
You will provide guidance to the RH/MH programme team and collaborate with the CO’s operations/administrative support staff.
You would be responsible for:
- In collaboration with Government counterparts, NGOs and other partners, you will oversee the formulation and design of the RH/MH programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures.
- you will oversee the achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented.
- You will ensure the creation and documentation of knowledge about current and emerging population development trends, RH and gender issues, by the programme team through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learnt, best practices, and uses this knowledge for information sharing and planning future strategies.
- You will review the political, social and economic environment relevant to population and development, reproductive/maternal health and gender, and pursues opportunities for UNFPA assistance and intervention.
- You will assess the implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
- You will contribute to the selection of Implementing partners and contractors suitable for implementing UNFPA programs.
- You will oversee project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate the timely and efficient delivery of project inputs and address training needs of project personnel.
- You will ensure the quality of program implementation through supervision, reporting and monitoring systems.
- You will analyze and generate reports on program and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems where necessary; identifies constraints and resource deficiencies and recommends corrective actions.
- You will monitor project expenditures and disbursements to ensure delivery is in line with approved project budget and to realize targeted delivery levels.
- You will help create and document knowledge about current and emerging issues related to RH/MH, Youth and HIV/AIDS prevention among the vulnerable groups, by analyzing programs, projects, strategies, approaches and ongoing experiences, lessons learned, best practices and share with management for use in knowledge sharing and planning future strategies.
- You will assess and undertake capacity building in the partner organizations.
- You will participate in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events.
- You will carry out such other tasks as assigned by the UNFPA Representative and Deputy Representative and supervisor.
Skills and Qualifications
Qualifications and Experience:
Education:
A Master’s Degree with Five (5) years of relevant experience.
Knowledge and Experience:
- Two of the five years of experience must be in the fields of Public Health, Medicine, Gender, or other related social science discipline.
- Experience in programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
- Proven ability to lead and manage teams to achieve demonstrable results.
- Practical experience in the design, monitoring, and evaluation of development projects
- Prior experience in the UN system is an asset.
- Prior experience of working in a multi-stakeholder environment including NGOs, and bilateral and multilateral agencies is desirable.
- Knowledge and experience in the field of programme development and management, including budget management, is desirable
Other requirements:
- Field experience in complex emergencies, including humanitarian emergency response, is an asset;
Languages:
- Fluency in oral and written English and Somali languages is essential;
