TITLE: Area Based Coordination (ABC) Co-coordinator

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Area Based Coordination (ABC) group is an operational coordination platform established in 2021 to support more effective and efficient operational coordination of humanitarian responses in a designated district or and region. Over 50 per cent of ABC’s were activated in Somalia in 2022 following the IASC scale-up for famine prevention. In the 2024 Humanitarian Needs and Response Plan (HNRP), the HCT identified 10 priority districts for integrated humanitarian response, to be reviewed on a quarterly basis. The HCT decided to activate ABCs in those districts. More ABC’s can be set up in case of future shocks or localized coordination needs.
ABC is set up based on needs and operational requirements in a district/region/location. The overall responsibility for the functionality of an ABCs herein lies with the identified lead organization with the support of the Operational Cell and the respective SICCGs, ICCG and HCT. ABC reports to the relevant S-ICCG and ICCG. In HNRP priority districts, ABCs report to the Operational Cell with a dotted line to SICCGs. Save the Children co-chairs the ABC in Afmadow, also covering Dhobley district. Due to access constraints, the position will be based in Dhobley, where Save the Children has a field office.
SCOPE OF ROLE:
Reports to: Humanitarian Manager (with dotted line to Jubaland field manager) within Save the Children. ABC Co-coordinator reports to the Operational Cell chair and co-chair within the coordination structure architecture.

Role Dimensions:
Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff.
KEY AREAS OF ACCOUNTABILITY:
• Ensuring operational coordination and making necessary operational decisions to support an integrated response (as per HCT and Operational Cell guidance)
• Enable conduction of RNAs; collect and discuss area level needs assessments relevant to priority interventions; review CCCM site prioritization.
• Based on available quantitative and qualitative information, define area based “hotspots” and target locations for the delivery of integrated response as per HNRP commitment and population target
• At least monthly feed of ongoing and planned response matrix and verification – against priority interventions (at least weekly for rapidly developing emergencies)
• Identify needs and gaps in the provision of HNRP defined integrated response.
• Monitoring of integrated and multi-sectoral response through enhanced area-based coordination with shared leadership of local NGOs at area level and regional or district level clusters focal points.
• Collect, analyze, and report performance against common monitoring indicators for integrated response in priority districts (including incidence of AWD/cholera – reported cases/admissions, CCCM site monitoring in prioritized sites/ZITE manger info, targeted population receiving integrated response VS district HNRP target)
• Identifying core advocacy concerns, such as on humanitarian access, IDP evictions and operational bottlenecks hindering implementation of integrated response in priority locations to define key messages for the Operational Cell, S-ICCG/ICCG at the state and national level.
• Support key discussions and engagement with government/local authority at the district level on aid diversion risks, including inclusion of marginalized and minority groups. Recommend follow-up with local authorities where diversion risks and incidents are identified.

Skills and qualifications
• Bachelor’s degree in a relevant field required, master’s degree preferred.
EXPERIENCE AND SKILLS:
Essential
• Recommended minimum of 4 years’ experience in humanitarian coordination in Somalia.
• Understanding of international humanitarian aid systems and agencies.
• Experience of working in insecure environments; willingness to work and travel in often difficult and insecure environments.
• Extensive on the ground experience in multi-sectoral humanitarian response.
• Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
• Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
• Commitment to Save the Children’s practices and procedures and ways of working with children.
• Fluency in English and Somali, both verbal and written.
• Commitment to and understanding of Save the Children International’s aims, values and principles.
