RE-ADVERTISEMENT: PREQUALIFICATION FOR EVALUATIONS CONSULTANCY SERVICES TO WELTHUNGERHILFE SOMALILAND IN 2023-2025, REF: WHH SOM-EOI-001/2023
Background:
Welthungerhilfe (formerly German Agro Action) is one of the largest politically and religiously independent aid agencies in Germany; The organization fights for “Zero Hunger by 2030”. Since being founded in 1962, it has provided funding of EUR 4.2 billion for more than 10,369 overseas projects in 70 countries. Welthungerhilfe (WHH) bases its efforts on the principle of help for self-help, which it implements with measures ranging from rapid disaster relief to rehabilitation to long-term development cooperation projects with national and international partner organizations.
It has been twenty-two years since Welthungerhilfe (WHH) started interventions in Somaliland in 2001. Initially, WHH was working in three regions of the country (Awdal, Togdheer and Sanaag) on humanitarian and development projects. Currently, Welthungerhilfe has projects in Awdal, Maroodi-jex, Sahil and Togdheer Regions of Somaliland. The foci of intervention have been rural development, natural resource management, disaster risk management, WASH, food security, and adult education. Recently, sustainable WASH systems and rangeland management have gained a prominent place in our portfolio as the main elements of climate change resilience. Through time, the diversity of activities and the volume of funds have grown. Welthungerhilfe is determined to implement its projects increasingly in partnership with local organizations and of course with the active involvement of the communities under consideration and relevant government authorities.
What are we looking for? Welthungerhilfe Somaliland is inviting Expressions of Interest (EOI) for competent consultancy companies/agencies and/or individual consultants to support us with conducting external research, evaluations, and other assessments from Jan 2023 to Jan 2025.
Guidelines:
- Application is open to all interested and eligible companies/agencies with a presence and registration in Somaliland and qualified individual consultants.
- Only successful and shortlisted companies/agencies and individual consultants will be contacted for further evaluation within three weeks after the deadline.

Skills and Qualifications
Requirements for the consultancy:
- Company/agency profile
- Completed, signed, and stamped pre-qualification registration form (annexed to this document).
- Valid business license issued by the Ministry of Commerce in Somaliland.
- Tax Clearance Certificate from the Ministry of Finance.
- Company financial stability (Balance sheet) for the last two years.
- Extensive experience (3-6 years) in conducting and managing assessments, evaluations, baselines, impact studies, feasibility studies, and nutrition SMART surveys for at least three different sectors including food security, value chain, agriculture, WASH, rangeland management, or environmental interventions is required
- Sample of 2 recent reports, the final versions, that have been submitted and accepted by clients and disclosed for public view.
- CVs of key staff including Lead Consultant (s) and Team Leader (s).
- A list of clients with official clients’ references (names and contact details of at least three (3) organizations that have contracted consultancy), preferably recommendation letters of clients.
- Physical address for applicant and contact person for further inquiry.
- Experience in workshop moderation and -documentation is an added advantage.
- Only complete applications will be considered.
Requirements for the individual consultants
- Up-to-date CV and letter of expression of interest in a single PDF or word document
- Sample of 2 recent reports, the final version, that have been submitted and accepted by clients and disclosed for public view.
- A list of clients with official clients’ references (names and contact details of at least three (3) organizations that have contracted consultancy), preferably recommendation letters of clients.
Language Requirements for reporting:
- English and Somali
Basis of Award
Companies/agencies will be evaluated based on the following criteria:
- Firstly, bidders who pass the legal requirements (i.e., valid license) and completeness of required documents will advance to the second stages of evaluation – no points are given here except advancing to the second evaluation stage
- Secondly, only bidders obtaining the highest points in the technical evaluation would be invited for an oral interview.
- Last, WHH will invite the technically qualified bidders that obtain the highest combined score (both oral interview and document assessment) for including our list of pre-qualified consultants after going through a full screening on anti-terrorism, money laundering, and other necessary background checks as per WHH’s procurement policy. N.B WHH will seek the consent of the bidders before conducting any reference checks.
- WHH will offer all consultancy opportunities to the pre-qualified consultants based on their areas of expertise, technical skills, and financial proposal.
Technical Evaluation (100%)
- Extensive and proven experience (3-6 years) in conducting and managing assessments, evaluations, baselines, impact studies, feasibility studies, and nutrition SMART surveys for food security, value chain, agriculture, WASH, livelihoods, rangeland management, and environmental, education and skills development interventions. (30 points)
- Sample (at least 2) of recent reports, final version, that have been submitted and accepted by clients (15 points) NB. The reports MUST be prepared by the bidder – WHH will conduct a thorough reference check on this and other areas to verify the authenticity of the company’s work after getting the acceptance of the bidders.
- CVs of the key staff including lead consultant (s) and team leader (s) with an advanced educational background in research, statistics, or related field and at least 5 years of experience in conducting research, evaluations, and assessments for at least four different sectors of the above-mentioned interventions (15 points)
- Method of assessment: document analysis followed by an oral interview.
