Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

JOB PURPOSE: To work closely with Oxfam’s WASH staff and implementing partners by providing Public Health-related technical support in order to meet Oxfam standards and ensuring quality at each level within the project time frame.

Skills and Qualifications

  • Bachelors in any discipline relating to Public Health or degree in social science with at least 2 years practical experience in community mobilization and organization and appropriate community health and sanitation programmes.
  • Good understanding of the health and hygiene risks of IDPs, poor rural and urban communities and of appropriate ways of tackling them. Must be aware of and sensitive to the particular needs of women in this context.
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Flexibility and ease in working with local people have diplomacy, tact and administrative skills in order to work with people at managerial level, and occasionally government levels.
  • Assessment, analytical and planning skills.
  • Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team and promotes high standards.
  • Capacity and desire to pass skills and information, confident communicator, and willingness to work in collaboration with others and respectful to the community.
  • Takes responsibility for own work and delegated project/processes (including some leadership).
  • Sympathy with the aims and objectives of Oxfam.
  • Anticipates problems and regularly provides solutions.
  • Knowledge of area of work and ability to contribute to team planning.
  • Proactively assumes more responsibility and/or more difficult areas of work in agreement with manager.
  • Contributes to development of programme initiatives.
