Job Description

Overall purpose of the role:

The Economic Recovery Team Leader facilitates the implementation of Multipurpose Cash Assistance and Economic Recovery projects and supervises economic recovery officers, cash officers, and assistants, and ensures communication between Economic recovery staff and communities/stakeholders/beneficiaries in field/camp level of project locations. The Economic recovery Team Leader is responsible for project implementation, supported by the Economic Recovery manager and coordinator who will provide technical support to the TL and the team. The job holder is expected to hold the responsibility of livelihood activity implementation related with crop production, livestock production, off farm IGA activities, VSLA and Self-Help group. The team leader will support or lead different assessments of the livelihood components in coordination with the DRC staff and government partners. The Job holder supports the Economic Recovery Manager to monitor project implementation, budgets, and other project cycle management tools.

RESPONSIBILITIES

Main Responsibilities:

  • Guide officers and assistants on the day-to-day cash and Economic recovery activities in the in Fafan, Liban and Afder Woredas.
  • Supports the economic recovery manager to manage and facilitate cash and economic recovery projects, in ensuring deliverables and milestones are achieved and liaises with the budget holder to ensure the project is on track in terms of timing, deliverables, and budget.
  • Support the implementation of MPC and economic recovery activities among drought affected IDPs and host communities, providing MPC and economic recovery implementing experience.
  • Support the development of project documentation and reports.

Technical responsibilities

  • Facilitate proper identification of target communities drought affected displace and host community for MPC and economic recovery interventions.
  • Assist and empower the communities to enable them to manage self-reliance issues by themselves and be able to sustain economic recovery projects.
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, disability, and clan affiliation.
  • Regularly monitor and evaluate the performance of the project, provide timely inputs, feedback, and impact of the DRC MPC and economic recovery interventions in Somali
  • Play an important role in the realization of project outputs and outcomes through timely implementation of activities in a well-planned, organized and coordinated manner.
  • Support the coordination activities with a focus on vulnerable IDP and the host communities.
  • Ensure that DRC’s objectives are disseminated and that policies and procedures are properly followed.
  • The Job Holder is expected to involve on direct implementation of activities related to agricultural production and livestock protection.
  • Plan and implement livelihood activities related with livestock such as Assessment and surveillance interventions, facilitation of livestock vaccinations, restocking and facilitation of different capacity building training for government veterinary clinic and animal health workers.
  • Conduct different need assessment’s related with agricultural activities with consideration of the local context and identify suitable crop options to maximize the productivity and improve livelihoods of the target community.
  • The post holder is expected to have a tangible knowledge of VSLA, SHG, IGA and Cooperative establishment, management related experience.
  • Experience of off farm related Income generation options and conducting a business feasibility assessments and business plan development for IGAs.

Coordination and representation

  • Represent DRC at relevant Economic recovery-related forums/ meetings that are conducted at the implementation level
  • Ensure that DRC maintains excellent and productive relations with key stakeholders, community members, local authorities, partners, and donors;
  • Support regular stakeholder analyses to maintain an updated strong understanding of local Economic recovery dynamics/ relationships in the area of intervention;
  • Any other duties as requested by the line manager.

Program management

  • Jointly with the Economic recovery manager, be responsible for preparing and implementing annual and quarterly work plans for Economic recovery interventions.
  • Organize and implement training for communities as per identified needs.
  • Report monitoring details back to DRC management and assist with donor and other reporting.
  • Regular monthly, quarterly, and annual reporting as per the agreed format.

Supervisory Responsibility

  • Manage a team of cash and economic recovery officers and assistants to effectively implement livelihood activities
  • Monitor cash and economic recovery team performance and activity including conducting evaluations and staff assessments.
  • Collate monthly reports from field team members and submit the reports to the economic recovery manager timely.
  • Facilitate regular team meetings ensuring that appropriate brainstorming, problem-solving, and project planning techniques are used.
  • Manage team conflicts to ensure that problems are resolved constructively with direction from the Economic Recovery Manager.
  • Ensure that plans are entered into the standardized format and are updated on a monthly basis.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings at camp and woreda level
  • Contribute to ensuring integration with other DRC sectors
  • Collaborate with relevant internal and external technical experts on issues related to relevant sector
  • Coordinate with sector counterparts in other locations in the implementation of common funded projects
  • Ensure good representation and reputation of the sector at the field level

Skills and Qualifications

  • First Degree or equivalent in Economics, agricultural economics, business management, or another relevant field;
  • Minimum three years’ experience delivering cash and economic recovery solutions.
  • Minimum 3 years’ experience working in MPCA, Livelihood and community development, refugee assistance, and/or community mobilization;
  • Experience in working with Non-Governmental organizations;
  • Good command of spoken and written English;
  • Prior experience implementing multipurpose cash and economic recovery is an advantage;
  • Experience working with local government organizations, and planning and implementing capacity-building activities, is an advantage.
  • Good communication skills and ability to conduct training and meetings;
  • Understanding of gender, protection, and human rights;
  • Well-developed computer skills;
  • Good organizational and people supervisory skills
  • Ability to represent the organization and influence people at the field level.

Education (include certificates, licenses etc.):

  • First Degree or equivalent in Economics, agricultural economics, business management, or another relevant field;

Languages: (indicate fluency level)

  • Excellent skills in speaking, reading and writing English
