BACKGROUND

The Somali NGO Consortium is a membership organization of national and international NGOs that work together for an enabling environment for the efficient and effective delivery of humanitarian and development assistance for all Somali people.

The Membership of the Consortium has NGOs that work in all spheres and thematic areas in Somalia/Somaliland. Among the NGOs key components are research and advocacy, information sharing, coordination, and representation. The consortium works with its members in providing a platform for the members to effectively work with other agencies, and authorities in Somalia and overall get positive influence in their roles. One of our mandates is to equip our members and strengthen their skills in various topical themes including advocacy.

CONTEXTUAL ANALYSIS

The context in Somalia is one that is evolving and with many facets attached to its growth and development. Somalia is largely inhabited by NGOs that give basic service provision as well as promoting development, peacebuilding, livelihood activities among others. The NGOs both upcoming and those that have been implementing activities in the region continually need skills enhancements as well capacity strengthening. Advocacy is one of the themes that is taking traction in Somalia and there is need to ensure that NGOs are well prepared to act in their mandate on advocacy, lobbying and influencing positive change.

OBJECTIVES

The overall purpose of the assignment is to improve the capacity of partners on humanitarian advocacy and equip them with knowledge and skills in identifying, developing and implementing advocacy strategies to advocate and articulate on issues affecting the humanitarian context in Somalia. In this regard, SNC plans to seek the service of consultant to carry out a capacity building training on advocacy for partners. The key objectives of the training are as hereunder.

  1. Reflect on the concept of advocacy, particularly its desired outcomes and the factors that contribute to civil society’s success with advocacy initiatives.
  2. Analyze opportunities for and challenges to advocacy, given the national and/or regional context.
  3. To share, and learn from, the experience of other NGOs in dealing with advocacy.
  4. To suggest future programmatic activity for the integration advocacy in our programs.

RATIONALE

The purpose of the training is.

  1. Provide training to build advocacy capacities and to develop advocacy approaches and strategies for their unique contexts
  2. Share information that is relevant to advocacy teams and their roles in Somalia
  3. Share best practices and case examples that are key to implementation
  4. Provide a platform for information and best practice exchange

METHODOLOGY OF TRAINING:

The training shall incorporate various modes of course delivery as hereunder.

  • Headline: Identifying topics of training to be addressed with participants
  • Playback/ Role play: Reproducing verbatim of identified aspects of advocacy
  • Reason: Explaining why these issues needs to be addressed as they are in the Somalia Context
  • Remedy: Explaining how to improve this aspect of the performance in advocacy
  • Case Study analysis– Sharing best practices and lessons learnt
  • Group work– Thematic and guided exercises

LEARNING INDICATORS

  1. The generation of theoretical inputs related to the concept of advocacy, its desired outcomes, and the factors that contribute to its success.
  2. The identification of opportunities for and challenges to advocacy given the national context.

DELIVERABLES

The consultant will work closely with the Advocacy and Communication team for the below key deliverables.

  1. Submit detailed inception report clearly highlighting the technical and financial requirements
  2. Develop and submit the training themes, session plan and tools with SNC
  3. Deliver the training to the targeted participants during the training workshop
  4. Compile and submit detailed training report

INTENDED OUTCOMES:

  1. Shifts in social norms on advocacy. Social norms are the knowledge, attitudes, values, and behaviors that comprise the normative structure of culture and society. Advocacy and policy work increasingly has focused because of this area importance of aligning advocacy and policy goals with core and enduring social values and behaviors. The training will empower participants on the shift of social norms in the society in relation to advocacy.
  2. Strengthened organizational capacity. Organizational capacity with regards to advocacy skills will be set, staffing and leadership, organizational structure and systems, finances, and strategic planning of nonprofits and formal coalitions that are involved in advocacy and policy work. Development of these core capacities is critical to advocacy and policy change efforts.
  3. Strengthened alliances. Alliances among advocacy partners in levels of coordination, collaboration, and mission alignment which include non-traditional alliances or relationships alliances bring about structural changes in community and institutional relationships and are essential to presenting common messages, pursuing common goals, enforcing policy changes, and protecting policy “wins.”
  4. Strengthened base of support. Local NGOs, grassroots structures, leadership, and institutional support in working for policy changes will be strengthened. The breadth, depth, and influence of support among the general public, interest groups, and opinion leaders for particular issues are a major structural condition for supporting policy changes. This outcome category spans many layers of culture and societal engagement including increases in civic participation and activism, “allied voices” among informal and formal groups, the coalescence of dissimilar interest groups, actions of opinion leader champions, and positive media attention.
  5. Improved policies. Change in the public policy arena occurs in stages— By equipping including policy development, policy proposals, demonstration of support (e.), adoption, funding, and implementation. Advocacy and policy evaluation frequently focuses on this area as a measure of success. While and important focus, improved policies are rarely achieved without changes in the preconditions to policy change identified in other outcome categories.
  6. Changes in impact. Changes in impact are the ultimate and long-term changes in social and physical lives and conditions (i.e., individuals, populations, and physical environments) that motivate policy change efforts. These changes are important to monitor and evaluate when donors and advocacy organizations are partners in social change. Changes in impact are influenced by policy change but typically involve far more strategies, including direct interventions and community support.

TIMELINES

The training is planned to be undertaken as soon as the consultant is recruited. The training is planned to be held in Mogadishu, Hargeisa and Garowe with a projection of having trainings in Baidoa, Kismayo depending on the availability of funds. The training will be delivered in a total of three (3) days – one day for each area (Mogadishu, Garowe and Hargeisa).

Skills and Qualifications

QUALIFICATIONS AND EXPERIENCE

  • MA Degree in Communications or International Development
  • At least 5 years of proven experience in advocacy related work
  • At least 5 years of proven experience of delivering advocacy training for NGOs or other humanitarian agencies
  • Excellent facilitation and presentation skills in the training context
  • Ability to work efficiently and deliver on committed outputs under the assignment within agreed timelines and deadlines
  • Excellent communication and reporting skills
  • Good understanding of the humanitarian context in Somalia

OTHER REQUIREMENTS

  • Under the agreements, consultants are NOT paid for weekends or public holidays.
  • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both SNC and the consultant.
  • No consultant may travel without a signed contract and authorization prior to the
  • commencement of the journey to the duty station.
  • Consultants will not have supervisory responsibilities or authority.
  • All materials and other intellectual property produced while working under contract including, but not limited to, documents, presentations, white papers, photographs, and other media, will remain the property of SNC and these materials MUST be submitted to the supervisor on a regular basis.
  • The successful applicant will be required to abide by the organizations Code of Conduct to carry out their duties in a professional, transparent, participatory and culturally appropriate way.
  • In the case of unsatisfactory quality of work, payments will be withheld until quality is assured.

BUDGET AND PLANNING

The consultancy is expected to submit remuneration based on the submission of deliverables, provided that the report meets the specified requirements as stated in the Term of Reference.

The proposed budget should also include all evaluation expenses and applicable taxes. The contractor will have to make provisions for covering all costs associated with the assignment. The consultancy will take an estimated maximum of three (3) days excluding travelling days.

Budget

The ToR aims to contract a consultant to deliver advocacy training for NGOs partners and individual consultant.

  1. A technical proposal detailing the consultant’s understanding of the task, proposed methodologies, expected activities and deliverables, proposed work plan, and the composition of the consultancy team to be engaged, if any, in PDF format.
  2. A financial proposal detailing the costs that the consultant expects to complete the assignment in PDF format.
  3. Detailed and updated CV
  4. At least two professional references from previous clients with full contact details of the referees.
  5. Proposal must be in English.
