Gathering, dissemination and diffusion of positive stories of change

Project Goal: Ending FGM/C in Somaliland
Project Outcome: acceleration in positive changes in social attitudes towards ending FGM/C
Start and end date
A total of 10 days is the estimated time to deliver this assignment starting from the contract signing date with anticipation of the selected consultant to submit a detailed workplan for this assignment.

Background of the Project
ActionAid’s long-term vision is to see a generation of girls in Somaliland living without the threat of FGM. This project will contribute towards achieving this vision and will build on the lessons learnt and successes from previous projects in the country which included that the community could talk openly about FGM/C in community conversation platforms which was previously taboo which helps us that the community can bring ways to prevent their girls from FGM/C. This project will focus on eight communities in the two regions namely Sool and Sanaag of Somaliland, where girls are at high risk of undergoing the most severe form of cutting.
Somaliland has one of the highest rates of FGM/C in the world, with 98% of women and girls having been cut and 85% having experienced infibulation, the most extreme form. This prevalence rate is near universal across Somaliland, with similar rates seen in ActionAid Somaliland’s (AAS) proposed areas of implementation. The Easter regions of Somaliland (Sool, Sanaag and Togdher) have the highest prevalence compared to the Western regions. Therefore, the project targeted Sool and Sanaag regions, where AAS has an ongoing protection related intervention.
AAIS intends to conduct “Ongoing Collecting stories, photos, and dissemination and Diffusion of Positive stories of Transformation” in the regions where Africa-Led movement to end FGM/C project was carried out (“Erigavo, Ceel-afweyn, Fadhigaab, Garadag, Caynaba, Tuuol-Samakab and Adhicadeye).
Rationale/justification for the documenting positive stories of change, photos and videos
As we reach the end date of the Y1 ALM project implemented in (“Erigavo, Ceel-afweyn, Fadhigaab, Garadag, Caynaba, Tuuol-Samakab and Adhicadeye). ActionAid intends to document success stories and showcase meaningful impact the project has made in the lives of the target girls and youth across the target districts. The videos and stories of change will be the views of the project beneficiaries, their reflections on context benefits realised, challenges encountered and what steps they took, or the program took to address them.
Overall, Purpose
This Terms of Reference (ToR) has been prepared to commission the services of a highly competent external Consultant/Videography/Photography consultancy service to prepare video footage, high-resolution photos and well-written articles with stories of this project.
The purpose of this assignment is to showcase the impact of project intervention to the community, highlight on the issues that impact the lives of girls/women and their families as well as solutions to address those challenges. The content will be shared with TGG Consortium for learning and visibility. It will be used to show success externally at a global audience as well as on various communication platforms including digital media channels. The consultant, cognizant of various target audiences, every content collected should observe sensitivities and dignity of the community members while highlighting the issues affecting them.
Specific Objective of the documentation
- To understand the contributions of ALM Project activities mainly school youth clubs and Community dialogue meetings participated girls in order to document the successes in order to realize what worked and what has not worked as this project is Learning and adaptation model.
- To document the success stories and the impact registered during the project period because of program interventions in the target locations.
Scope of Work/Deliverables
- The consultant will travel to the designated project locations and take photos, conduct interviews with beneficiaries and stakeholders, document video stories on the project interventions that show change with specific focus on girls & women. This will particularly highlight key project achievements including showing evidence on impact of the project to the community.
- The interviews or documentary will cover the areas in close consultations with ALM Project Manager.
- Prepare creative concept scripts with key messages aligned with the project goals/objectives
- Visit projects and document videos, photos, capture key voices/stories of change/success
- Edit content professionally with English language and subtitles as required and soundtrack.
- Present the rough cut of videos AAIS Management and project team for feedback, adjustments, and approval
- Selection of a range of high-resolution photographs (around 30) and provision of detailed captions.
- Revise the videos based on input and adjustments by approvers
- Submit of revised and finalized video stories and well-captioned photographs.
- Submission of all the raw footage.
- It’s expected through this process 1 video documentaries of 4 minutes will be developed. This will be ready-to-use high resolution video stories from the projects.
- The video concept and scenario/scripts and story boards will be developed in close consultations with ALM Project Manager prior to starting of the documentation assignment.
- Develop a detailed work plan and appropriate methodology. The timeline must be within 10 days.
- High resolution edited and refined minimum 30 photos and 3 articles of story of change with clear captions including full metadata (who, where, what, when) for use in various communications and marketing purposes.
- Testimonial stories from community leaders/beneficiaries focused on how they are trying to bring change, the challenges they are facing and the impact the project is having explained in a non-technical way.
Ethical Requirements
- Video, interviews for the videos and photo taking is not usually an issue but as a precaution, an informed consent form is to be signed by each person exclusively interviewed or documented.
- Common events such as focus group discussions, meetings, distributions also need consent forms if we are documenting information that will be used to external audience.
Branding / Copyright and Intellectual properties:
- Copyright solely belongs to AAIS; therefore, all productions and written content will be purely AAIS property
- The consultant may not use, reproduce, or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from the AAIS
Payment Schedule
Payments will be made in two instalments:
- 25% after delivery of work plan, shooting schedule and scripts subjected to government tax.
- 75% after delivery and approval short video/documentary subjected to government tax.
Skills and Qualifications
Desired Expertise and Qualifications:
The consultant should have the following knowledge and experience:
- Extensive proven experience, more than five years in producing documentaries, 1 to 4-minute short-format films, professional photography in similar jobs with donors’ entities and humanitarian aid agencies in fragile context
- Proof of experience (portfolio) should be submitted with application to bid.
- Using innovative communication techniques and tools in conducting its work.
- Ability to express clearly and concisely ideas and concepts through photo shooting and video development.
- Extensive experience in professional audio-visual recording and editing.
- Very good knowledge of current developments and practices in communication including digital media, indigenous media, community organization and participation.
Technical requirements:
- Broadcast quality full HD video to ensure high quality production
- Professional and high-quality sound recording, lapel mic should be used for interviews
- High quality cameras
- Works with Premier Pro Editing software and equipment
- Use of gimbal for stable footage
- Adequate lighting set where necessary
