INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Overall purpose of the role:
Under the direct supervision of the WASH Manager, Senior WASH Engineer will be in charge of all technical activities related to WASH infrastructure activities. She/he will ensure efficient and smooth implementation of the WASH projects in the targeted area.
RESPONSIBILITIES
The essential functions of this position include, but are not limited to:
- Prepare plans, design, drawings, specifications and cost estimates of the prioritized construction works;
- Prepare work schedule and supervise the quality, time, equipment and material of the WASH construction works;
- Make sure that all required preparations are in place for technical estimates, design and resource management plan, prepare bid documents and support the project team for the bid selection;
- Implement effectively and within time and budget of the WASH project as per the project proposals and project requirements.;
- Develop and review project designs to ensure compliance with relevant standards, procedures, and codes;
- Develop and review BOQs and technical specifications;
- Ensure that accurate and detailed records of project matters are formulated and kept;
- Conduct site assessments and surveys;
- Ensure as far as possible the security of the project, of staff, and of equipment;
- Coordinate with beneficiary leaders to ensure community participation and ownership;
- Advise on procurement needs and submit all procurement request to the team leader;
- Provide on-site technical assistance to staffs, contractors or service providers and beneficiaries during the process of implementation, including management of construction activities;
- Prepare and submit regular progress reports and work plans to the WASH Manager/Team leader;
- Collect data from the communities and local partners and prepare reports for submission to WASH Manager/Team leader;
- Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector. This includes taking concerns regularly at every meeting with beneficiaries in the field and report as needed;
- Keep proper records of field expenditures when appropriate and report on these to the WASH Team leader;
- Coordinate and monitor water trucking tasks like: establishment of water distribution point; supply monitoring; quality monitoring; and reporting)
- Liaise with sanitation and hygiene officer/assistants for successful implementation sanitation and hygiene activities as well as WASH NFI distribution
- Provide donor, government and weekly 5W matrix report timely
- Represent DRC in WASH meetings and coordination platforms
- Carry out other related tasks as directed by the line management;
Skills and Qualifications
Experience and Technical Competencies: (include years of experience)
- Minimum of 5 years of experience in coordination and supervision of WASH construction projects
- Strong knowledge and experience in engineering and construction project with related processes like tendering of works, monitoring of construction sites etc.
- Knowledge and experience in EPANET, GIS/GPS, and AutoCAD
- Previous work experience in refugee/IDP settings and complex emergencies is an asset.
- Familiarity with the SPHERE Project and Minimum Standards
- Leadership and supervisory skills and ability to foster team spirit
- Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
- Strong facilitation, negotiation and mediation skills and ability to work independently
- Report writing skills and computer skills in word processing and spreadsheets. Skills in technical drawings software (preferably AutoCAD) and project management software are desirable.

Education (include certificates, licenses etc.):
- A University degree in Water Supply and Sanitation Engineering, Hydraulic Engineering, Water Resource or Environmental Engineering, Civil Engineering or directly related field
Languages: (indicate fluency level)
- Excellent skills in speaking, reading and writing English
- Knowledge of Somali language is an advantageous.

Responsibilities Overview:
The Logistics and Administration Officer is responsible for managing staffs, handling employee grievances, managing staff benefit, managing staff annual leave and daily attendance and responsible for providing the supply chain needs/requirements of the project including procuring all program supplies and services, accounting for all assets, managing stocks, and managing fleet concerns, and admin activities including managing office supplies, keeping records, and organizing and executing all the events.
Key Responsibilities
1. In consultation with the field Senior Logistics and Administration Officer, the Log/Admin Officer manage personnel activities in accordance with HR manual and IR policies and procedures.
2. Manage and maintain records of staff benefits including medical benefits, leave balance, acting allowances etc and advice the concerned
3. Ensures that request for annual staff appraisal is sent before the year ends, follow up on timely submission of the appraisals so that employees can get the appropriate benefits accordingly.
4. Ensure the staff employment contracts and personal records are safely maintained and updated.
5. Sets up sound supply chain and avails means of transport for any request and warehouse space.
6. Ensures the provision of effective and efficient logistical support services to all field staff.
7. Ensures and monitors procurements are cost effective, timely, up to expected quality level, and in compliance with IR financial as well as procurement and logistics policies and procedures.
8. Networks and communicates with government, suppliers and other stakeholders concerning logistics and procurement, shares update, proposes innovative ideas, and develops and maintain suppliers’ list; and supports the importation of goods and ensures clearance through customs and delivers goods and services for the field office
9. Ensures timely availability of vehicle for office need, maintaining the quality, cost as per the standard checklists developed and staff vehicle request are well-organized and coordinated.
10. Ensures the adherence of IR vehicle management policy, driver rules and regulation are maintained, vehicle service time and maintenance schedules are followed.
11. Monitors and controls vehicles to maximize efficiency in usage of fuel and regular maintenance costs and ensures the maintenance of history jackets of vehicles as per the check list and follows up for its regular update.
12. Assist on the annual inspection of vehicles, secures insurance coverage; ensures the availability of IR logo on the vehicles and on rented vehicles;
13. Provides/facilitates logistical support for staff travel arrangements during internal and external travel.
14. Supervises the work of drivers implements vehicle management manual and proposes noble and cost-effective ideas.
15. Reviews vehicle log sheet and produces monthly fuel consumption report.
16. Ensures that inventory records are updated upon the arrival of new asset and ensures the completeness of the store records, periodically monitoring the store movements.
17. Compiles periodic, procurement data, store inventory, logistics support report maintaining with required quality and supports periodic asset inventory.
18. Manage the administrative functions of the organization on day to day basis.
19. Ensure effective management of office premises and good facility management through monitoring cleanness of office premises effectively, monitoring utilities usage to ensure value for money usage at all time.
20. Coordinate security of premises and people are secured.
21. Produces periodic monthly, quarterly and annual reports as well as other reports on HR maters.
22. Performs any other duties as may be assigned.
Skills and Qualifications
Formal Education/Qualification
· Bachelor’s degree in Management, Supply Management, Business Administration or related fields.
Work Experience
· A minimum of three years of relevant work experience in related positions preferable in INGO/NGO settings.
Personal skills

· Excellent interpersonal skills – builds good relationships with internal and external stakeholders
· Excellent spoken and written English languages; and local language (Somali) is Mandatory
